Along with the puffle party Club penguin has added the st. partick's day party having one free item. The free item "gigantic st. patricks hat" is at the mine and is there for only a limited time while the St. Patrick's party lasts. The free item is on the stump as shown below:
After clicking on the hat click "yes" to add it to your penguin's inventory.
