Gary the Gadget has sent all Elite Penguin Force agents a brand new Club Penguin EPF message on June 13th 2013. In this message, Gary informs us that Herbert has been keeping an awfully low profile as of late. I highly presume that this means Herbert is once again up to no good. Here is what he said:
Despite extensive experimentation, the application of that stolen hot sauce remains unclear. One indisputable fact - that polar bear is keeping an awfully low profile!

I think what they're trying to say is that it was Herbert and Klutzy who did it, but they also did it with someone else. Who could it have been?
