Attention all Epf agents, a new spy phone message has been sent to all agents on the island. This weeks message is from Herbert regrading operation blackout. In the message Herbert says he knows which agents are opposing him. According to Herbert he'll find these agents and capture them. Check it out:

I know it's YOU trying to oppose me, Agent! I WILL find out who you are. I WILL capture you. Mark my words!
